For the former inter-mediator of the Prishtina-Dialogue, Robert Cooper, territorial exchanges should not be excluded from the efforts to reach a final agreement.
However, he says there aren’t enough details about the dialogue, while the comparison with Bosnia seems out of place.
“Different people have different opinions. I cannot understand the analogy with Bosnia. If the Bosnian leadership would agree on something and say ‘we want to change borders’, the EU would be happy”, the British diplomat says.
However, “borders are always a sensible matter and we must be very careful. Having leaders agree on it is not enough. The people who live there should also be asked about it”, he says.
Cooper supports the alternative of exchanging territory between Serbia and Kosovo, but he cannot make predictions on and when this could be made possible.
