The Government will pay a consultance company to help evaluate the offer
of the Chinese company “China State Construction” for building the
Arber Road.
The State Advocacy say they have officially opened the process for contracting the consulting studio that will offer assistance not only for the legal aspect, but also for the financial one.
The Arber Road will be built through a special procedure, outside the law of concessionaries and of public-private partnership.
A few months ago, the Parliament passed a special law that allowed the government to avoid the procurement law and grant the Chinese company the right to build, maintain and manage the road.
According to the law, the entire negotiation process for the agreement will be followed by a special commission, led by the Ministry of Transportations and with members from the Ministry of Finances, Economic Development, Justice and State Advocacy.
The Commission’s duty will be to review the proposition of the Chinese Company. The document of the State’s Advocate reveals that the official offer of China State Construction has arrived, although the government, the Ministry of Transportation, has been reserved with it.
Now it remains to be seen what financial conditions will there be, but not only those proposed by China State Construction, and what will the government accept.
What is known, the 26.8 untendered kilometers of the road will be built by the Chinese company and chances are there will be a payment toll for its usage, directly or through the budget.
