Financing private universities

The Head of the Senate and Rector of the Tirana University, Dhori Kule,
asked the Ministry of Education for technical and basic details,
such as the authorship of the draft for financing the universities, and
the countries where was adopted the practice that the government wants
to implement in 2013.

Kule underlines that education is one of the main pillars of the government policies, with which no one should make bargains.

“The education is not in function of the market. It is in function of the state. Whoever thinks for his pockets and his own finances, might give another interpretation to this. Whoever thinks and judges for financial, institutional and progressive reforms, should read a finance book and react as it should be reacted for this change, in this phase of the Albanian university education. We should use the education reforms that have been used in Britain, Germany and France, which have been successful. As for the reform that we received, we don’t know where it comes from”, Kule declared.

The senate asked transparency for the way this scheme will be implemented and how the private universities would benefit from this scheme that allows finances of the students, but that hasn’t been applied in any western universities, or even Albanian ones. The deans of the faculties valued this draft with the mark 2.

“Our staff asked for the authors, which is a very common question for a material. It is like turning a class assignment into a project. Our professors had not evaluated this with a positive mark”, Kule declared.

The draft says that the method had been consulted by the World Bank experts, who have given a different idea on this strategy.
