Film industry, still as “culture investments” by government

The film industry is one of the most lucrative around the world, but in Albania, it is still seen as an investment in culture, not in the industry.

As such, Albania has the lowest budget in all Balkan, and the National Center of Cinematography faces more difficulties than anyone, although the Balkan Film Market helped improve the climate.

“We don’t watch only world’s best brands, but we also create in Albania, in Tirana, an active pole for finding European and Balkan interest for our projects”, said Ilir Butka, Director of the National Center of Cinematography.

Albania remains an unexplored terrain by foreign co-production. There is still much work to do to attract them, especially through fiscal policies.

“We are working intensively in two directions. First, we are discussing creating a Film-commission. On the other hand, we are working on reviewing taxes. An investment carried out by a foreign company in Albania, should not pay taxes”, Butka noted.

However, the situation is improving and this can be seen also by the increase of new authors who become part of cinema.

“In the last 20 years the NCC has funded 300 movies, 100 of which in the past 3 years, creating more space for new creators”, said Ilir Butka, Director of the National Center of Cinematography.
