Semiha Xhani, a resident of Paskuqani on the outskirts of Tirana, complained in the Fiks Fare program on Top Channel that she is not receiving economic assistance despite the fact she has a small child and is unemployed.
Mrs. Xhani says that she went several times to the economic aid worker where she was told “you don’t get the points”. The lady says that they introduced it several times to the 6 percent (of the economic aid provided by the municipality), but it is not continuous.
“I live in this derelict house that declared uninhabitable after the November 2019 earthquake, but it was not rebuilt because I was not the owner, as I am in conflict with my ex-husband, while now I do not even receive economic assistance,” says Mrs. Jhani.
In the documents that Fiks Fare provided, it was shown that Mrs. Xhani was also declared the winner of the earthquake reconstruction fund, but later she did not benefit because she did not have a property document. Meanwhile, when journalists go to the Paskuqan Administrative Unit, they discover that the application form for assistance states that the lady results the owner of the apartment.
The employee of the municipality justifies this with the fact that she could not verify it, since the documents for reconstruction have not gone to her offices.
Meanwhile, the lawyer of the Paskuqan Administrative Unit, Mevlut Shehu, says that the lady did not receive the points but does not know why, as according to him the data entered into the system by the employee were made after she verified them.
When journalists ask him how they verified that he is the owner, he tries to avoid the answer, and says that this was not the reason for the exclusion.
“I don’t know why it is written ‘owner'”, says Shehu.
So when it comes to taking out money, the municipality finds an excuse, sometimes they own it, sometimes not.
