Fiks Fare show tonight reported the non actions of the State Enforcement Office in Durrës, which took a full 11 years to execute a court decision.
75-year-old Xhavit Shkoza from Shijaku complained to the investigative show, saying that the neighbor next to his house has added 3 floors to his apartment without permission.
The neighbor’s construction has damaged the apartment where he has been living for many years, so he has denounced this construction in all state institutions, in the Shijak Municipality, and then he went to court of first instance in Durrës, to the Court of Appeal and then in the Supreme Court.
For 11 years, the court has given the verdict to demolish the building without permission, adjacent to the residence of Mr. Xavit. The Shkoza family has sent this decision to the Enforcement in Durrës. But the decision has not been implemented.
“They give me all kinds of excuses. Once they say we have no means for he demolition. An other time an officer is missing, next one is removed, the other is put on, they always find an excuse. The bailiffs and the local police came on June 14, 2023, but they had no means for the demolition. They come just for show. The building next door has destroyed my apartment, the records confirm that my apartment was damaged, but no one interferes”, says Xhaviti.
Then, the old man shows his many documents on the matter. “I am 75 years old. I have been dealing with this for 11 years. Court decisions, delays in court. Roaring. I am sick and I used to go and follow them myself. But I only have these letters”, concludes Xhaviti.
After the complaint, the journalists along with Xhavit Shkoza, go to the Enforcement office in Durrës. They are looking for the bailiff, but she is not in the office. Afterwards, the Fiks Fare group meets the head of Enforcement in Durrës, who says that he has also followed the case. He admits that the Enforcement does not have the means to demolish the constructions, saying that he has asked for help from other agencies for the territory such as IMT and IKMT, but these institutions have not responded.
“They told us last time that they will support us, but they did not bring a vehicle on June 14. The decision is to demolish the two upper floors without a permit, the subject himself has to find them. If the IMT or the IKMT does not come next time, we will file a criminal complaint,” says the head of the Enforcement.
