‘Fiks Fare’; Social housing apartments are built without elevators, are damp and with cracked terraces

Fiks Fare investigative program reported on Tuesday evening on the way housing complexes for the people in need are built.
An 8-story building built by the Housing Authority in Elbasan in central Albania has no elevator, it is damp and the roof is beginning to collapse. The building, built in 2009, has 40 apartments. After the residents’ complaint, Fiks Fare traveled to the “5 Maji” neighborhood, where the residents talked about a multitude of problems.
“The building is not functional, there is no elevator, and the building is being abandoned by all the residents because they cannot go up. It is an 8-story building. It was built by the State Housing Authority, there is no water tank. The stairs have no lights. There is moisture. Deposits were placed on the terrace, but the place where they were placed is now collapsing,” says a resident.
Fiks Fare goes to one of the apartments on the ground floor. The lady of the house tells about the state of humidity in the toilet. “That’s how it’s always been,” she affirms.
On the top floor, we talk to other residents. One of them says that in addition to the lack of an elevator, the apartment is very humid. “I insulated the terrace myself with my own money, but I still have a lot of moisture,” he says. Another lady, who has an apartment on the 8th floor, has now moved with her daughter becuase of the same concern. “I ran away from the house as it is all moist. I’m sick, there’s no elevator, there’s humidity,” she says.
Fiks Fare journalists went to the Housing Authority in Elbasan. The manager there says that the building is owned by the Housing Authority and, after the residents pay all the installments, then ownership will be transferred to them. Fiks Fare asks the official about the lack of the elevator, but she claims that the General Directorate of the project is responsible.
Fiks Fare also contacted the National Housing Authority, asking when the building was built and whether there was an elevator in the project, given that it has 8 floors. The officials claimed that “the building in Elbasan was built with the funds of the state budget in 2007”. According to them, the project had with an elevator pit, but the estimate did not include an elevator. At that time, 5 residential buildings were built for the homeless in different cities. Everyone had an elevator in the project, but during the implementation the funds disappeared.
