Fiks Fare, 600 EUR for a British Council certificate

Fiks Fare reported this Monday how English language proficiency certificates are taken from the British Council for 600 Euros.
A person who had never made any testing took an APTIS certificate. Another person entered in his stead.
Fiks Fare documented the entire procedure through a hidden camera, from the negotiations with the intermediate man to the payment and receiving of the certificate.
Fiks Fare had been informed that a person called Ylli Prebibaj, an employee at the Ministry of Transportation, could make someone take the TOEFL test for 600 EUR.
Prebibaj took the bait of Fiks Fare’s collaborator, who called and met him in a café, where Prebibaj told her that someone else would enter the test for her.
After making the payment, the intermediate man met Fiks Fare’s collaborator once again, telling her that they were waiting for confirmation from the Ministry of Education before the certificate is issued.
The Tirana University Rectorate confirmed that the APTIS test is valid for continuing studies for scientific master and PhD.
