There is a formula for fighting the judiciary corruption, and according
to the former member of the Supreme Court, Thimio Kondi, this is
directly related to two elements, the way how judges are appointed and
the way how they are punished.
“”Our system can get healed if we have an appointing and promotion system that works; if we use a policy for making career, not serving to some clients and if the discipline and upnishment system can address the real problems”, Kondi declared.
The former President of the High Court, and also former Minister of Justice, says that the current situation of our justice has an emergent need for reflection, and that’s why there are talks about reforms.
“We should not base our action anymore on spontaneousness. Certainly that in the first year after the system was changed, we needed to make big changes in a very short time, and that certainly made some things get rushed. Now is the moment to reflect and think about what we did wrong, what didn’t work and why it didn’t work. It’s the system that we have adopted, or the people? We can pass very good laws that we can copy from western countries, and build a system with those, but they could not work. It’s like trying to plant banana trees in Albania, when they don’t grow in our climate. It is not a mechanical copying of the western models, but the selection of those models that could be more effective in the conditions of our country”, Kondi declared.
To understand what model has worked and what failed, the former President of the High Court suggests a public debate and study.
“We need a public debate. The state and social structures need to work, so that we can study the situation, come up with conclusions and strategies on which to base our work, rather having everyone speaking about his own opinion”, Kondi underlined.
