Fair elections? Experts: Process needs inependent administration

Albania will win the electoral standard battle when the electoral administration will be independent.

The highest international expert that assist the electoral processes of our country have no other formula to recommend to Albania, so that it can end processes with damaged standards, which, according to them, will remain such for as long that the electoral administration will be politicized.

“There are several valid models of the electoral administration for fulfilling the electoral standards. But what has been seen as a tendency in the developed world today, are the independent and apolitical commissions. This must happen in Albania. It must be kept in consideration that this is a process which requires a long time, but it could be implemented step by step. It may start with the ballot count groups”, said Richard Lappin, high electoral councilor of the OSCE-ODIHR.

The interest at the Council of Europe for the post-electoral analyze was for what is considered a hot topic in the Albanian politics, decriminalization. Are the open lists of the candidates a way to remove the right of party leaders to appoint candidates for MPs?

International experts don’t make a direct recommendation, but they brought as argument the fact that Croatia and Macedonia are going towards the open list system.
