Ralf Trapp, expert and adviser for the disarming and controlling of
biological and chemical weapons, declared in an interview for Top
Channel that the dismantling process will be made through a process that
will have complete assistance and monitoring from the international
community.
He says that this is about isolated substances and not weapons. “Albania has an xperience, because it had an arsenal of chemical weapons and was destroyed through a financing of the United States with a German technology”, Trapp says.
TCH: If Albania will be chosen to dispose them, who will assist?
Trapp: It is up to the international community. We have a process supported by a resolution in the Council of Security. There have been appeals made to some countries for supporting the chemical weapons. We will see the United States, the European Union and Russia that could guarantee financial help.
TCH: The process will be supervised by the Agency for Chemical Arms Prevention?
Trapp: As regards the verification process, this is up to the agency. They should send the inspectors. Whoever will guarantee technical help, will send its personnel and will guarantee training for having responsibility in guaranteeing the process.
TCH: Are those chemical weapons or poisonous substances.
Trapp: There are chemical weapons, but not as weapons filled with chemical weapons. We are dealing with chemical substances, chemical agents, burning agents. We have few precursory substances in the containers, but they contain toxic elements.
TCH: Are there two methods for destroying weapons?
Trapp: Everything is in the container. The substances could be incinerated. This technology has been used in Albania even in the past. The other method is the hydrolysis, a process that divides the toxic material and keeps processing it.
TCH: How will this process be?
Trapp: It depends on the technology that will be used. If they will use the incinerators, the toxic material will be put in a furnace that will burn the agent at very high temperatures. Then there will be cleaning equipments for guaranteeing that there will be no remaining agents in the environment. If there is hydrolysis, there will be a chemical reaction. They will use water filled with soda that divides the components that will be later processed.
