Exclusive/Draft law for Vetting of Police Forces

The Ministry of Interior has prepared a draft-law for the Police Vetting, which is being held confidential.

Top Channel has obtained a copy of the draft law, which shows that the police admits the severe problems among its ranks, which goes against the claims made so far for the good work done against crime.

In this draft law, the Police admits that there are problems with corruption, crime, and insufficient professional formation, which reduce security.

Almost copying the Vetting Law of the judiciary, the State Police Vetting is also based on three elements: a clean image of the person, asset verification and professional evaluation.

“It is true that there are some officers who have been prosecuted for violations, but few of them come from high-level ranks”, the relation says.

The Foreign Vetting Commission, the Central Vetting Commission, the Local and Special Vetting Commissions are the new institutions that will vet 11,000 officers of the state police.

This includes all leaders, inspectors, 1000 officers from the National Guard and 100 employees from the so-called the Police for the Police, which is the Service for Internal Matters and Complaints.

Former police officers under 55-years of age may also undergo vetting, including those who have been fired but who have won in court after they have challenged the dismissal order.

The 287 highest police officers, from the General Chief of Police to lower precinct chiefs, will be vetted by the Foreign Vetting Commission, which will be composed by 15 members appointed by the High Inspectorate of Declaration and Audit of Assets, from the academic world and advocacy.

2700 employees with middle grade, including special units, such as Special Forces, Quick Intervention Forces, and RENEA (Department for Elimination and Neutralization of Armed Elements), will be vetted by the Central Commission.

All simple officers will be vetted by 135 members of local commissions, most of whom officers who will be vetted first by the Central Vetting Commission.

Everyone will have his assets inspected, image and professional evaluation. The asset verification starts with a declaration from the officer.

The draft law writes that officers must declare real estate properties with a price higher than 300,000 ALL, and every asset they have sold or altered. The asset audit application will be done by providing documents from all institutions. The image audit will start with a declaration of the officer.

Even for this Vetting, there will be involvement from the Directory of Security for Classified Information, the Secret Service, Prosecution, Interpol and Europol.

The officers, according to the draft law, must also declare when they have changed their residences and identity.

Officers will also have to undergo the drug and alcohol dependency test, and also for gambling. One point of the vetting law is to check if the officer has been collaborating with the former communist Secret Service.
