Everyone supports the reform

The international community reinforced their support for the territorial reform through a joint declaration.

Invited in the Parliamentary Commission for this issue, USAID, OSCE, the Swedish Government, the Swiss, Austrian and Italian Cooperation Offices, the European Union and PNUD, declared that for the past 10 years, the local unit systems have been unable to offer efficient service to their citizens.

“We support the engagement of the government to realize the local government territorial reform based on international standards and objective, transparent and all-inclusive analyzes. For this reason, we gave our support by bringing international and national experts, by making it easier for the dialogue and by organizing consultations forums and platforms, and by offering experiences from countries that are undergoing similar situations. We have supported the actors of this process to hear the citizens’ voice. We wish you success in your work and we guarantee constant support”, declared Yesim Oruc Kaya, Director of the UN International Development Program.

The international partners that are assisting the reforming of the electoral map with their experts and funds, guaranteed further financial support for its implementation in terrain and for the decentralization reform.

“We are talking about a package of reforms not only for the territorial reform. All reform packages must be implemented so that the local government can offer efficient services for the citizens”, the official declared.

Representatives of the European Council and the European Commission gave full support for this process. Representatives of international organizations have mentioned “all inclusiveness” several times. With this term they meant not only consultations with the opposition, but also with all the other actors and citizens.

“I guarantee on behalf of the Commission and the Parliament that we will respect the Constitution of Albania. This means that starting from the next week we will spend two months in discussions with the citizens, mayors, heads of communes and representatives of the civil society”, declared the co-chairman of the Commission for the Administrative-Territorial Reform, Bashkim Fino.

However, Fino reiterated that the majority will keep inviting the opposition, saying that their place is in this commission.

“The reform needs to be done. We are even late for this”, Fino declared.
