The six Western Balkan countries will not be able to join the EU unless they reinforce the rule of law and resolve problems with neighbours.

An obligatory request of the EU is reconciliation and good neighbouring since the EU will not import destabilization and disagreements.
This signal is more specifically for Serbia and Kosovo: “The final solutions should be found before a country joins”, the strategy says.
