Different from last October, the European Commission is expected to
recommend without conditions the candidate status of Albania.
“The Commission wants to propose the candidate status of Albania, and so far there is no condition from the Commission regarding this”, declared for Top Channel a high rank official of this institution.
“But conditions will be listed in this recommendation for the membership process negotiations”.
For the conditions of the negotiations, the European official explained that there could be changes in the references to the 12 key priorities, due to “clashes” and some “unclear points”, since a given decision is not related to one, but to several of the listed priorities.
Despite the proposition that the Commission will submit at the European Union Council on October 16th, the member countries seem hesitating not only for opening the negotiations, but also for giving the candidate status. Germany, France, Britain and Ireland feel skeptical to approve the status on December, as other diplomatic sources say for Top Channel. Netherlands, although they don’t have an open opinion against the status, might follow the example of the skeptical countries. This is due to the bad image of our country in fulfilling the European Union integration reforms during these years.
In the meantime, the Commission has asked the skeptic European countries to list the duties they think Albania should fulfill until December, in order to have a positive decision for the candidate status.
After passing the two remaining laws and the Parliament’s regulation, and after the well held Parliamentary elections, Brussels wants to have more cases of punishment against high-rank officials’ corruption, from whatever political side. As for opening the membership negotiations, Top Channel sources say that this will be difficult to be reached before the European elections of 2014.
