Gas stations will not be licensed anymore by the local government. The
Ministry of Energy has prepared a draft law which centralizes the
licensing of gas stations, most of which are considered a problem for
the territory and road safety.
According to the following relation of this draft law, due to the importance of these objects, the criteria and procedures for giving permits will be decided by the Council of Ministers and will include a series of institutions, not only the local government.
In parallel with this decision, the government will decide the new conditions that need to be completed for taking a license. But licensing is only one of the amends in the law for processing, transporting and trading oil and gas.
The new draft returns the licensing obligation even for oil processing implants and all of its subproducts. A few years ago the past government removed the licensing obligation for oil plants.
But this change brought as consequence the spread of recycling plants, which were defrauding consumers by mixing crude oil and selling it on the market, a problem that was reported several times by the Ministry of Energy.
The government hopes that with the new legal amends they will be able to impose discipline in the oil and gas trade, and limit spaces for fraud. There will also be harsher punishments for companies that make illegal activities in this sector.
