After many consults with the Albanian PM, Sali Berisha, the Ministry of
Finances ha officially started the negotiations with the CEZ
Distribution Company, for the recognition and payment of the unpaid
energy bills.
These bills rise to dozens millions of EUR and are withholding the of energy price increase with process 4,5% since January 2012.
Sources from the Ministry say for Shqip newspaper the Minister Bode, together with the Deputy Minister Rushaj, an expert of this process and the agreement, have held meetings with the PM and the CEZ leaders. They have agreed in principle to pay the debt with three installments, from 2012 to 2014.
CEZ has officially agreed to not ask a price increase only if the government will pay the legal obligation. The Energy Regulation Entity (ERE) declared that there will be no decision that increases the bill, but the problem is that the Electric Energy Corporation, KESH, which needs a price increase for affording import.
Otherwise, the government will have to pay 100 million EUR. The General Director of KESH, Engjell Zeqo, says that the energy crisis has affected the entire region and is increasing the market prices.
“We have the government’s support for paying the import bills for November and December. The bill goes from 5 to 6 billion ALL”, Zeqo declares.
However, the biggest insecurities are related with the next year. If the drought continues this way, KESH will need even bigger funds.
“With this price level and the maximum possible amount of import that we might need, the bill will be bigger than 100 million EUR. There are two ways for securing it: through the CEZ paymenta and the government’s support”, declared the director of KESH.
We are currently importing a record amount of energy, 17 million KW hours per day, in order to fulfill the domestic needs. The water reserves are at their lowest point, at about 259 meters in Fierze, near the point when the hydropower cannot produce anymore.
