The Parliamentary Commission of Productive Activities voted the
draft-law that removes the right of small energy producers and bailiff
companies to freeze the accounts of public companies like KESH, OSHEE
and OST for the delayed payments in contractual obligations.
The Minister of Energy, Damian Gjiknuri, declared that this is a temporary measure that is required due to the financial gap in the energy sector, despite the fact that it has encased more payments and losses have been reduced.
“276.8 million ALL have been paid during the past year for private companies. It is very necessary for this draft-law to be approved, also for the fact that we want to save money that go to mediators or private bailiffs, who are paid each time the state takes loan. This money should be used for improving the sector rather than enriching some individuals”, Gjiknuri declared.
The debt mounts up to 1.1 billion USD, but Minister Gjiknuri says that this has been reduced to 150 million USD, due to the measures taken so far. As for the debt to hydropower plants, the Minister says it will be paid at 100% within the upcoming six months.
The government has also declared that they are paying all current bills for this year.
