The staff of the High Inspectorate of Declaration and Audit of Assets
has joined as never before against the leader of this institution,
making a criminal lawsuit at the Prosecution.
The staff has notified the President, the Parliament Speaker, the Supreme State Audit and the Embassies.
The High Inspectorate of Declaration and Audit of Assets reported their leader, Mrs.Zana Xhuka, first of all for her education that they consider inadequate for her job, and secondly, for a total blockage of the employees’ work.
Xhuka has dismissed the general secretary of human resources and the legal director for not accepting to sign the orders regarding the administration of declarations and private interests; she has dismissed the IT director and appointed without a competition someone who is under police investigation; has refused to sign the report of high inspectors when they have proposed fines against officials for hiding their assets, by hundreds of thousands of dollars, and flagrant conflicts of interest.
The employees have asked the Prosecutor General to investigate their chief for blocking their work on November 19th for the full audit of 200 officials, with the argument that it wasn’t her competence.
The staff also says that the High Inspectorate of Declaration and Audit of Assets, during this year, has not made the electronic scanning for 4800 cases, and has not made the conflict of interest verifications, as the law demands. The High Inspectorate of Declaration and Audit of Assets has had achievements since 2003 by giving fines to officials when there have been reports.
“But since 2012 and 2013, we have had zero administrative measures, zero criminal reports, zero preventions and solutions of conflict of interests, zero results”, the employees say for an institution that is paid by the citizens’ taxes.
