The Central Election Commission has officially confirmed that the test for the usage of technology has failed.
The report released by the highest election authority in Albania confirms that the electronic ballot count in Fier presented very serious problems.
Central Election Commission reached these conclusions:
-The system was unable to detect if inside the box there was a sign for the vote, or a writing of anything else. The voter can write anything without the box and the system considers it legal.
-The test did not start by generating the “zero report”, which should guarantee that the information has no remaining information (as defined by article 1.9, annex II of the agreement.
-The scanner did not automatically stop when it took two papers at once. It wasn’t 100% accurate.
The Central Election Commission sent these remarks to INDRA company for another general test that is expected to be held by the end of May, but there are few chances for having an efficient test, according to the Central Election Commission.
