Electronic ballot count in Fier fails

The efforts to bring a novelty through the electronic ballot count for these elections has officially failed.

The Central Election Commission decided that the counting process will be done by the Commissioners even in Fier.

“The Central Election Commission decided that the ballots will be counted by people in Fier”, declared the Chairwoman of the Central Election Commission, Lefteri Lleshi,

The main reason for this failure is the ballot paper and the high number of parties that run in these elections, 66 in total. Fier had one party more, due to an independent candidate, and this increased the size of the ballot paper, making it impossible to be read by the equipment. The failure cost was 1 million EUR. According to the agreement between the Central Election Commission and the Indra Company, the government would have to pay 1.4 million EUR. But now that the agreement was interrupted, the company will receive only 70% of the sm.

This failure was not that unexpected. The Central Election Commission was aware that the equipments could only read ballots of limited sizes, and besides that, the deadline for the project was postponed with more than one month.

Still suspended for Tirana

Only five days before the elections, the highest institution for their administration has not issued any decision for another project, the identification of voters in Tirana,a nd the online broadcasting project of the data from the ballot counting offices, a project funded by USAID.

“If the company is aware of all the remarks made by the actors that participate in this process, the Central Election Commission should have had an act for putting the realization of this process in motion. It would be on our interest to get informed on this issue”, Gjoncaj declared.

“As regards the table of results, another test is planned on June 21st at the Central Election Commission, for which all parties will be informed”, Lleshi declared.

But for the opposition, the testing of these two projects two days before the election is considered great courage by the highest election institution that has left everything on the last minute. In absence of the necessary time to correct any possible defect during the test, the only hope is that the tests will be functional on June 21st.
