Electoral campaign “ignites” the budget

The first trimester of 2011 confirms the high expenses that the
government is making for the electoral campaign. Compared to one year
before, the expenses are growing, while the income remain unmoved,
effecting negatively the budget deficit.

For the period January-March 2011, the government has spent 20 billion ALL (200 mln USD) in public investments, or 5 billion all (50 mln USD) more than 2010, for the same period. The investment increase for March remains the same, as compared to this year’s February.

As for the total budget expenses, the level is of 90 billion ALL, almost 10 billion ALL more than the same trimester of 2010.

In these conditions, the budget deficit signs a negative quota, beyond the plan predicted by the Ministry of Finances. On March, the deficit reached 11.7 billion ALL, while one year ago, the Albanian government had a suficit of 700 million ALL, after blocking the investments due to the crisis.

The electoral campaign seems to have ignited the state budget, which, after the “calm” period of 2010, has returned to the high expenses. A budget deficit that reaches 110 million dollars until March, when for the entire year it is predicted less than a deficit of million USD, and this brings another danger to the Albanian finances.

However, Finance Ministry sources specified for “Shqip” that the fact that the deficit for the trimester has increased, does not mean that the government has exceeded the annual plan, because investments in the remaining period of the year will be more moderated.

As for the income, the total level for March was 77 billion ALL, almost the same as one year before, with a growth less than 1%. This result does not reflect the declaration of the Prime Minister for a “flying economy”, since the tax income were 70 billion ALL, or 7% more, far from the objective of 9% growth.
The income from taxes and customs is 53 billion ALL and 302 ALL, with an annual plan realized at 20%. The income from the VAT only is 26 billion ALL, while the entire annual plan is 137 billion ALL.
