Although the opposition did not answer to the appeals of the government
for consensus, the Parliament Speaker, Ilir Meta, declared that the
reform for the territorial administration will be concluded for the
elections of 2013.
“The lack of good will for becoming part of this reform would not serve to those who would exclude themselves. Naturally, it would not stop the realization of this reform. The first condition for a reform to be successful is being useful, so that citizens can be convinced that this is useful. And we will make that possible through transparency and cooperation with the civil society, the local administration, by cooperating with citizens and the groups of interest”, Meta declared.
Ilir Meta guaranteed that the opposition has equality in the decision making of this process, regardless of the number of votes that the majority has in Parliament.
He guaranteed the opposition once again that the only goal for the reform is improving the functionality of the local administration, and this, according to Meta, adds another guarantee for the opposition.
“This reform has nothing to do with the elections of 2017, because we are decided to make the Electoral Code amends with the opposition”, Meta declared.
“The territorial reform, for which we have the commitment of the European Union and the United States of America, is for making the local administration more competent, to offer better services to the citizens and for creating long-term development policies. Our country has a very divided territory. We have 385 local units, which are able to create only 2% of their revenues, and are kept by the state.
