The Elbasan-Gjinar road was inaugurated in 2011, but it started showing problems very soon.
Just one year later, in 2012, some part of the road was broken near the Shelcan village, isolating the entire Shpat area, which ahs 10,000 residents.
On February 6th, 2015, Dashamir Xhika, General Director of the Road Authority, declared that they would pave the final layer of the Gjinar-Elbasan road.
A small deviation at that time made it possible for the residents to circulate, but 1 km is still very ruined. There are problems in some other areas as well, and the entire road is no longer than 23 kilometers. As for road signs, there are none during its entire length.
The Prosecution suspects that the money given for this road may have been stolen. It is about a total of 5 billion ALL should have been used for paving asphalt and road signals.
The residents hope every day for better life opportunities due to the tourist attraction, but their living is still difficult for the fact that there can be no tourism without infrastructure.
