Draft-budget, negotiations started, incomes missing

But the financial situation does not guarantee an increase in investments, or new measures for the pension and wage increase policy, as the Prime Minister promised.

The budget revenues are less than the necessary level, while expenses for the first four months of the year have had a large increase, deteriorating the budget deficit.

For this reason, the Ministry of Finances is being very careful to find alternate sources to finance the request of the Prime Minister for increasing wages and pensions.

“We have not taken any decision. We are reviewing the tables, based on the demands coming from the ministries and other institutions. We must wait until June, to see more concretely the income level, and afterwards we will start planning the new budget”, Ministry of Finances sources specified.

The income situation showed a very negative level until this April. The annual plan not only was not realized, but it didn’t reach even last year’s level.

The tax income resulted with less than 50 million USD, compared to the period January-April of the last year. Although May has not passed yet, a more negative result is predicted. In May, the Tax Office reported pessimism from businesses, since a great part of them were not able to make the tax declarations in time, confirming this way the crisis of the sector.

“The draft budget depends on the income level. If we continue with this pace, cuts will be inevitable in sectors where investments did not go according the plan. This maneuver will enable us to drive the funds towards more advanced objects”, declared for “Shqip” secure sources from the Ministry of Finances.

The government was able to collect 103 billion and 666 million ALL for the period January-April 2011, a level that remains far from the plan that the Finance Ministry had assigned. And for the entire year, the government must cash 360 billion ALL.
