The Chairman of the Parliamentary Group of the Democratic Party, Gazment Bardhi, has requested that the changes in the composition of the Council of Ministers be made through a parliamentary debate.
The regulation does not provide for debate in such cases, but Bardhi in the official request addressed to the Assembly, writes that “the composition of the Council of Ministers is not a private property of the Prime Minister, who only enjoys the constitutional right to propose it, but their appointment is a institutional interaction between the three institutions, Prime Minister-President -Parliament of Albania”.
He adds that in this case “the Parliament of Albania cannot have only a formal role in certifying the personal will of the Prime Minister, but must discuss and evaluate the incoming proposals and decrees”.
DP requested that the debate take place for a time of 6 hours.
“Since we are before the change of the composition of the Council of Ministers, which means a new composition of it, in accordance with Articles 12, 46, 48 and 110 of the Rules of the Assembly, we request that the review of the Presidential Decrees that change the composition of Council of Ministers to undergo a 6-hour parliamentary debate, divided proportionally between the parliamentary groups”, it is written in the official request of the DP Parliamentary Group.
