Two days after the government passed the draft law for public functions, the Democratic Party presented its draft for decriminalization. Different from the government’s draft, the DP has foreseen the establishing of an institution that will make the verifications, and a special structure within the Prosecution General.

“The Parliament will be the competent institution that will give
political control to the MPs in this entire initiative, so that no one
deviates from the law’s purposes. We have foreseen an institution that
is missing in the government’s draft law. It is the right to request a
verification. The government has foreseen to make a verification on
their own. We have foreseen an initiative that goes beyond the control
of people who might have conflict of interest. Some citizens have the
right to request verifications for a public official. We have also
foreseen the institution that will enforce the law. We have foreseen a
specialized structure at the Prosecution General that will make these
verifications. This will make responsible an institution like the
Prosecution and removes it from the Prime Minister”, Bylykbashi
declared.

The government’s draft law foresees that the verification are done by the institution in which he will work.

Another
novelty of the Democratic Party draft is the verification of citizens
who have changed their names. The DP says this is not negotiable, since
there is the case of MP Frroku who appears with eight different names.
The best instrument for this are the biometric data, and element the DP
says has been removed by the government.
