DP, 28 amends for vetting. Ambassador Lu visits DP

A few days after the Democratic Party saw 47 of its “Vetting” amendments
rejected and the draft voted only by the majority members at the
Justice Reform Commission, the opposition’s main party filed another
package with seven important issues, which cause 28 amendments.

The draft submitted at the Parliament by MP Arben Ristani a few hours before the extraordinary parliamentary session, says that the most important laws of this reform are deemed as anti-constitutional by the DP, because they were discussed without the presence of the opposition at the Special Commission for the Justice Reform.

The opposition’s argument is that these amends make way for the government to control the new justice institutions and the new vetting institutions. DP says the text doesn’t bring in details the procedure for electing and appointing the members of the vetting institutions, and the evaluation process of candidates.

For the opposition, the current law for a passive reevaluation of judges and prosecutors has huge issues and goes against the institution. For them, the current vetting law, without the remarks of the opposition, violates at least seven Constitutional principles. With their newly-brought amends, the DP aims to “bring it back within the Constitutional lines”.

DP has the right to challenge the law at the Constitutional Court, if it is voted unilaterally. But the opposition can also ask for an opinion from the Venice Commission.

One day before the session, US Ambassador, Donald Lu, paid a visit at the Democratic Party HQ where he attended a 1-hour-long meeting with their leader, Lulzim Basha.
