The Tirana Municipality passed the Budget 2012 on 28 December 2011,
which including a fund for the reconstruction of the dormitory of the
High School of Foreign Languages, where are accommodated 100 students
and the orphans of the “Zyber Hallulli” orphanage, since their building
is under construction.
After six months, not only the reconstruction of the building has not started, but it seems that it is not necessary for the Municipality and the Ministry of Education, since they are leasing it to a private university, since the Dormitory Directory cannot afford the maintenance cost.
Top Channel secured the full file, with all the procedures that prove the leasing of the building.
The file shows that after a request of the Luarasi University, Mayor Basha asked the Ministry of Economy to start the leasing procedures. The building has five stories and a 3500 square meters surface, with 100 students in it.
The initial cost is 11.940.827 ALL, considered as very high by the Directory of Dormitories, and for this reason they have asked to lease it and accommodate the students in other dormitories. The lease price will be not less than 300 ALL per square meter, according to the Municipal Council decision. The Minister of Economy, Nasip Naco has signed the tender for the lease on June 28th, this Wednesday. So far, there have been no infringements, but there are some questions that cast shadows of doubt for the next public property scandal.
Where will the current students go?
If this dormitory is not really necessary, why the leasing procedure has not been made public and allows everyone to compete, but it is still secret, and the institutions even deny it?
Why the procedures started only when it was asked by the Luarasi private university?
If the dormitory will be leased, why isn’t it leased to the Tirana State University, which is working with tree daily shifts, due to the lack of classrooms, and which has asked the dormitory even before, but it has been refused with the pretext that the students have nowhere to go?
