The Parliament is reviewing the new fiscal package among debates. The
clashes between the majority and the opposition started with the
progressive tax on salaries, which the government says that facilitates
97% of the employees.
Shkelqim Cani, Minister of finances: Based on the statistics, the individuals who are paid more than 130.000 ALL monthly are less than 3%. 97% have lower monthly salaries than 130.000, and all of them benefit from the progressive tax.
Ridvan Bode, Democratic Party Parliament Member, former Minister of Finances:
People who have a monthly salari up to 30.000 benefit nothing from this law. They have already been excluded. They are 56.4% of the employees. How can you say that 97% are profiting?
Erjon Braçe, Socialist Party Parliament Member, Chairman of the Commission of Economy and Finances: Today you were finally reminded that there is a category of people that live in poverty, regardless of their incomes? Only in this past three months you suddenly had this idea? For eight years, until one month before the elections, the threshold that is now 30.000 was 10.000 for you. And that’s what you bring as a moral argument?
The opposition says that the government is establishing an immoral tax system based on fraud.
Sherefedin Shehu, Democratic Party Parliament Member: “With the package that has been proposed, individuals will pay more than the business. Employees more than the owner. The new tax system creates a 18 billion ALL burden in the economy, 7 billion of which will be paid by the middle and bug businesses, due to the increase tax on profit.
Ridvan Bode: How will you take 70 million USD off their only financial resource that they have for enlarging their activity. Loans are in a stalemate. The interest rates are high and not according to the rentability of our economy, with the pressure of the global crisis, and no one takes loans, but use the money they have for an investment or renew and modernize their activities. And now you’re taking even that from them. How will the business react?
But the Minister of Finances reminded Bode that when the country was being ruled by the Democrats, businesses has lost more than this, due to the fines. The new fiscal package will enter in effect in January. The government says that they will realize the promises made in the electoral campaign.
Rama: Business doesn’t decide for taxes. Let’s dialogue
While the Parliamentary commissions have started the debate with harsh comments about the fiscal package, Rama reacted on his Facebook from Baku, Azerbaijan, saying that never has the government promised that the taxes would be decided by the business.
