The discharging of Rear Admiral Kristaq Gerveni is turning into a hot
debate between institutions. The Presidency declared that the Chief of
Staff, Jeronim Baze, has surpassed his competences by ordering Rear
Admiral Gerveni to return home before the presidential decree expires.
“The General Chief of Staff is asking this military man to abandon his duty and obey to the administrative order of the Minister of Defense. The President is the only legal and constitutional authority which can order the end of his duty in NATO. The Chief of Staff has surpassed his competences and has turned into an interpret of the President’s competences, and he was involved in an argument with two superiors, the President and the Government, damaging this way the state hierarchy. He has influenced inter-institutional confusion, which is unacceptable, especially in this period. He has created propaganda, which is another clear act of political bias, unimaginable for the military institution of a pluralist country and member of the NATO”, declared the President’s councilor in a press release.
The Chief of Staff, Jeronim Baze, declared yesterday that when a military officer refuses to obey, he commits a criminal offense, denigrates the military image and the decent representation in NATO.
He reminded Rear Admiral Gerveni of article 2 of Chapter 5 of the Internal Rules of the Military Life, saying that the order is not discussed, but implemented quickly and with precision. The declaration of the Chief of Staff says that “there is another disciplinary practice for the military in question, with the Chief of Staff proposes respective measures by respecting the laws and regulations”. Even for the trial of General Bazo, the administrative order for Gerveni’s replacement doesn’t damage the competences of the President.
Several media outlets have published this Wednesday the letter of Admiral Gerveni, who asks a high-rank official of the Ministry of Defense to remain employed in the NATO structure while his mandate expires this Spring.

As you might have been informed through the e-mail sent by the NSPA agency, I have applied on February for a civilian post (Director level) which will be vacant on September 2014. Our Ambassador at the NATO, Mr.Leonard Demi, has been informed about this. This Spring I will finish my mandate as Military Representative of Albania in the NATO. I would like to continue with another duty as military, but based on the concrete conditions, I am preparing to maybe conclude my military career. I will follow the procedure by respecting all laws.
Seeing my abilities, qualification and experience, I would like to be employed in the NATO structure.
NATO’s policy requires the support of an institution. In this case, the NSPA agency recommends me to ask you to support my candidacy.
