Director of Vlora Prison “occupies” the land of the villagers and builds illegally

The Director of the Vlora Prison in southwestern Albania, Úngjëllush Avdylaj, is reported by the residents of the village of Peshkëpi for seizing their property. In addition to this he also builds illegally, which has brought conflicts with the residents.

In Top Channel’s investigative program “Fiks Fare”, three brothers from this village complained saying they inherited a piece of land in this village from their grandfather. They have a final court decision that recognizes their right, but see every day how their property is cemented by the opening of channels by the director of the Vlora prison. The latter has a project for the reconstruction of a building located on the appellants’ land.

Fiks Fare traveled to the location where he found the director of the prison himself in the building where the constructions were being done, but as soon as he saw the film crew, he left.

One of the brothers says that he argued several times with the director, and the argument even degraded into a conflict when the latter took the complainant’s phone and broke it, as he wanted to film what was really happening on their land. The complainant informed the Area Police Specialist and the Mayor of Selenica himself about this incident.

Fiks Fare also contacted the Mayor of Selenica, who was aware of the land seizure. As he had told the citizen from this municipality, no construction permit has been given, as currently, until the property is legally returned to the citizens, it is the public property of the Selenica Municipality.

“I don’t give permissions for a single metre of land, and they don’t have a construction permit,” said Mayor Nertil Bello in a phone call with the citizen. He says the same thing to Fiks Fare, although heavy duty vehicles were working on the site, after which the mayor said that he would “send the inspectors for the suspension of the works”.

Fiks Fare also tried to contact the director of the Vlora Prison, Úngellush Avdylaj. After almost a week of wandering, Fiks Fare journalists went his workplace, but the director has so far avoided confrontations with Fiks Fare journalists.
