The Albanian government has officially started the procedures for the
public debt audit, which has turned recently into one of the hottest
debates between the majority and opposition.
Top Channel has been able to receive a detailed description of the law through which the government has trusted the scanning of public finances to the Deloit Compan. According to the agreement, Deloit will receive 85.000 EUR from the state reserve budget.
That law that is expected to pass soon in Parliament foresees that Deloit will sent the finl audit report and the real total of the public debt within November 30th. In the relation that accompanies the draft law, the Ministry of Finances accepts that the signing of such an urgent agreement cannot be realized,and that’s why they have selected a unique legal procedure as foreseen by the Albanian legislation. According to the government, this decision is dictated by the bad economic situation of Albania, and the urgent need to identify the real debt of the Albanian government to the domestic and foreign business.
Beyond the legal issues that are related with the procedure, the final report of Deloit on the real public debt figure is expected to heat up even more the debate between the government and the opposition. The International Monetary Fund and the current majority claim that the debt has gone beyond 70% of the Gross Domestic Product. The democrats, who were leading the government until some weeks ago, claim that this is not true and the government is trying to manipulate the public finances so that they can increase the debt.
