A declaration of the former Prime Minister, Sali Berisha, has brought
back the debate for the Kosovo-Albania power connection, a case full of
political accusations and counteraccusations not only in Albania.
“Yesterday you accused Sali Berisha that it belonged to his son, today you signed the same deal. Tell me, did you sign it for my son? But you can’t say anything, because you don’t have the dignity”, former Prime Minister declared.
The Ministry of Energy answered that the tender procedures were made by his government, and after delaying it for two years, the former government of Berisha restarted the tender and amended the agreement with the KFW Bank.
The Minister explained that after the amend, the announcement for the new procedure was declared on March 20th. The tender was officially open in June, and the technical offers were opened on August ninth, when a series of companies were disqualified. According to the Ministry, this made only one company to present a financial offer on November 1st, the Bosnian Energoinvest, which the former Prime Minister refers to.
The Minister says that the entire process, the selection and the technical offer, was all made by the Transmission System Operator during the past government, and with the consultants of the German KFW bank.
In these conditions, the Ministry says that on December 12th they have signed an agreement with Energoinvest, since it was the only remaining company in the race.
The tender has been a hot topic since 2010, when it was blocked by the past government for more than two years, after a conflict with the German Bank about the winner. The German bank supported the Croatian company, but the former government blocked the process, since the offer was eight million EUR more expensive than the second company, Energoinvest.
Some media in Kosovo and the opposition accused Berisha of having connections with Energoinvest and for blocking the line with Kosovo by going against the national interests.
