Debates on Parliament voting

The electronic voting held last Thursday for the election of the Vice
Chairman of the High Council of Justice, strongly rejected by the
opposition, spurred new debates in Parliament even one week later.

The Socialist Parliamentary Group leader, Gramoz Ruci, accused PM Berisha and Spekaer Topalli of violating the democratic principles for free and secret voting.

The Socialists can explain this in two reasons: the government demands to hold its grip on the independent institutions, and PM Berisha does not control the Parliamentary Majority.

“The Parliament will start the procedure for the Presidential Election, without any Constitutional or procedural guarantee, and even without the free, honest and equal vote of secrecy”, Ruci declared.

“We asked to build a democratic process through the constitutional spirit, a transparent and all inclusive process, that unifies the Parliament for the election of the President, in respect of the constitutional spirit that demands the President to be a figure of unity for our nation. But on the same time, we aim this in order to save democracy from the big danger of a one-party state”, the SP Parliamentary Group leader added.

“You are persistently refusing this cooperation, trying to push forward the only scenario that you have for a partial President of a one-party state. The secret vote should return to Parliament at any cost, and without it there will be no solution. There will be no Presidential election. This is the limit, this is where we will stop and where you will be able to find us”, Ruci continued.

But the Parliament Speaker, Jozefina Topalli, declared that the secret electronic voting is free and legal, and she challenged the opposition to try the Prime Minister’s parliamentary support with any kind of voting.

“When you said that the vote was general, you were sincere. You said that we would not allow you to elect the next Albanian President, and this is your strategy. When you lose, you do not accept the vote. When you see that you have no votes, you steal the ballots even in this floor, as you did in the last time. You know that it will not be you who will elect the President, because the majority will be the one to make this, and you declare that you will not allow the voting. You are wrong, same as in the elections of 2009 and 2011, the election of the vice Chairman of the HCJ and in a national scale”, Topalli declared.

But the political debated did not finish here. Even one month after the procedures for the election of the President has started, the prophecy of the US ambassador, Alexander Arvizu, seems to have come to reality.

Commenting about the situation created in this voting, Arvizu declared that this was only the beginning.

In fact, the Socialists declared for the first time that if there will be no new rules that guarantee secret Presidential voting they will not allow any voting at all for his election. The Parliament Speaker interpreted this as a strategy of blocking by the opposition.
