The meeting of the High Council of Justice continued today with a debate
between the Justice Minister, Nasip Naco, and the Albanian President,
Bujar Nishani.
“If we assess judges for the period 2005-2006 in 2014, you cannot call it a success. The law says at least once in three years. Article 14 of this law says that in effect of professional career, the HCJ has a permanent list of judges for the results of their work, which is updated once in six months”, Naco declared.
“I inform you that the list is there for any case and you are welcomed to retrieve it at the HCJ”, Nishani declared.
This debate warns a “storm” in the future HCJ tables, especially for the way how judges are assessed in Albania, a theory that has been mentioned with concern by Minister Nasip Naco a few days ago. The Minister thinks that the HCJ needs a reform, since this Council assesses judges very lately.
When asked by member Gjin Gjini about the reforms, Naco declared:
“If the Minister of Justice or the current majority has a project or plan regarding the justice system reform, the HCJ should be a main actor, since it is a group of interest in the justice reform moment”, Gjoni asked.
“I wasn’t speaking about reforms. We will talk about reforms in another point of our agenda, and certainly that we will reform the entire system, because it needs to be reformed. We are talking about the law implementation, and now I will ask its implementation”, Naco declared.
