The Albanian Parliament started the discussion of some laws today, the
most important of which is the Government Normative Act for the budget
of 2013.
declared that the normative act for the budget changes is obligatory, because today we need a drastic need in economy.
“The stated budget had foreseen 174 million USD for the diabled people, but 94% of the fund was spent three months before the campaign. Today, the disabled people have no money because they haven’t been paid for months”, Rama declared.
The Prime Minister accused the former government of plunging the economy in crisis, and that the budget is now empty.
“They have spent even the special fund for civil emergencies, where there is a lack of the basic food that might be needed to help families in need in case of an unfortunate emergency”, Rama declared.
The Prime Minister also spoke about what he considered a serious situation in education and army.
Rama declared that the National Economic Council will meet today, with the International Monetary Fund and World Bank representatives will discuss with experts and interest groups, with an international expertise of the highest world level. The discussion will be about the deep crisis that according to Rama has been brought by the former government.
The Minister of Finances, Shkelqim Cani, declared that the new government was not continue implementing the bad policies left by the past government.
“The government that left has reviewed the budget 11 times, or at least twice each year. Our government has two basic concerns: recovering the economy and keeping under control the finances and the public debt, and start reducing it to a mid-term plan. This budget is a fact and we cannot do anything more than implementing the bad situation that was left to us”, Cani declared.
The Minister of Finances declared that the act cuts revenues by closing 2013 with 321 billion ALL, or 23.9% of the Gross Domestic Product. This is probably the lowest figure in the entire history of Albanian democracy. Cani mentioned a huge fiscal evasion with gambling and fuels.
The opposition was against the Normative Act, saying that the spending that the government wants to make are for decorating their offices.
The former Prime Minister, Sali Berisha, declared that the new government is trying to put our country into a recession, by mentioning the Greek scenario with the former Prime Minister papandreu.
Here starts the second phase of Papandreus’ scenario, which brought the Greek people into a pit of debts with a very high speed. Put away this act that holds the scenario of plunging Albania in an unavoidable recession and crisis”, Berisha declared.
Outside the Parliament, Berisha accused the current government of using a set of data that exist only in their minds.
“The government is increasing the debt with four times”, Berisha declared.
“Qeveria po katërfishon borxhin dhe uljen e pritshmërisë”, u shpreh Berisha.
The session of this Tuesday is expected to be a marathon, and the debate might continue for 20 hours. The opposition Parliament Members have signed their names to discuss, which will bring a prolongation of the Parliamentary session. The opposition has considered the normative act as anti-constitutional. They have also warned the sending of this act at the Constitutional Court.
