Customs “Unification” between Albania and Kosovo

Albania and Kosovo are taking the next step for ending what The Albanian
Prime Minister, Edi Rama,  considered a shameful era of trade relations
between the two countries, and the opening of a new cooperation
chapter.

For this to turn into reality, Rama declared that bureaucracy should be declared common enemy. From the meeting between customs representatives from Albania and Kosovo, Rama listed a series of propositions.

“The creation of joint terminals and customs offices is a necessity to make it easier in all aspects. The approach will not be only with logistics. It is also an unification of procedures, a drastic     reduction of controls and processing time, and also for reducing evasion and illegal traffic”, Rama declared.

Making transition procedures easier was another proposal which means that the goods departed from Durres would close their transit in the final destination, Kosovo.

Prime Minister Rama described as scandalous the processing of food products in customs before they go to Kosovo. “If a truck comes from Serbia and enters Kosovo for four hours, from Albania it would need two adys”, Rama declared.

“This is a handicap that kneels down our trade exchange. To avoid this, we need to sit and work for recognizing the national health certificates regardless of if they are coming from Kosovo or Albania”, Rama declared.

The Kosovo Minister of Finances, Besim Beqaj, shared the same concern.

“We don’t have fee barriers. They are based on your policies and ours. They are in hamorny with the legislation that we have, which is according to the European one. But we have other barriers that are not related to the fees. The Prime Minister said it very well. Agencies and certificates are not recognized in both countries equally, and this is a fact. If these certificates are of international level, I don’t understand why they shouldn’t be recognized in a national level”, Beqaj declared.

Besides the National Chamber of Commerce, Rama proposed to establish the National Economic Council, which will have meetings in Prishtina and Tirana with representatives from businesses, customs and two ministries of finances.
