Car prices are expected to decrease in the Albanian market, after the
government decided to remove the custom tax and the purchase tax for transactions within the country.
Top-Channel was able to secure a copy of the new formula prepared by the Ministry of Finances, that very soon will send a draft-law to the government and then to the Parliament, together with the budget amends. According to the draft, the citizens that import a car from abroad will not pay anymore customs fees. This fee will be replaced by another tax that will be paid each year, during the obligatory technical controls.
The new tax is based more or less on the same formula as that of the import tax, but since it will be extended in many years, the sum to be paid each year is much lower than the current tax, which in some cases is three or more times higher than the price of the car itself. The quantity of the new tax will also depended on the age of the car and on its number of cylinders.
The difference is that the citizens who imported a car used to pay the entire obligation in customs, while the new tax divides it in many years.
Parallel to the “custom tax” and the “purchase tax” within the domestic market, the government will also remove the “circulation tax” and the “registration tax”, which will not be paid anymore each year, as it has happened until now, but will be added to fuel taxes.
Inner sources explained for Top-Channel that the government will increase oil taxes with 2 ALL per liter, which, according to them, makes a fair distribution of this tax. The current circulation tax is the same for citizens who make a lot of use of their cars, and the same for those who use them less. With the new formula, the tax that a citizen will pay for his circulation and registration will depend on how much he will use the car, since it will be incorporated to fuel prices.
