“Crown Agents” passed without opposition

The Commission of Legal Matters approved the draft-law that aims to pass
the customs management to the international company “Crown Agents”.

The Minister of Finances, Shkelqim Cani, declared that the two-year agreement with the British company aims to increase revenues from customs as an essential element in filling the empty budget, a gap that according to him was caused by the irresponsibility of the former government.

“We hope that the customs incomes will increase with 90 million EUR each year. 10% of the sum that was contracted with the company is given based on the inspections that our people will organize together with the Crown Agents agents. If the customs realizes 320 inspections, our people with the support of Crown Agents will realize 325”, Cani declared.

The session continued with strong debates between the majority and opposition Parliament Members. The opposition considered as unprecedented the fact that an incomplete draft-law was brought in the commission, arguing that it is non-transparent and with a high cost for the state budget. This has caused the opposition members to leave the commission.

“We have chosen this path for not changing that law. We brought a special law that says which paths will be followed. You have chosen other paths, while we decided to be transparent”, Minister Cani declared.

“You are telling us to pass the law like this, and then you will change it. There’s no transparency will this. We cannot agree. Pass it as you have planned, through your votes, and you will be held accountable”, Edi Paloka declared.

The company will receive 10% of the total 8.5 million EUR that will be given for assisting the inspection of the Albanian government. But even this payment can be reduced with 25% if there are no results in the incomes, and both parties have agreed for this.
