Criminal Code and penalties for domestic violence are toughened after increase in incidence

The Albanian government toughens the attitude towards violent people in the family and those who commit crimes against minors.

In the face of disturbing numbers of violence against women and family members in general, a draft law was submitted to the parliament by the Ministry of Justice that requires the votes of the MPs to remove the right of reduced punishment for violent perpetrators.

In the proposed changes, anyone who will be guilty of domestic violence will not have the right to request a summary trial and therefore does not get a third of the sentence reduction.

Also, anyone who kills a child is sentenced to life imprisonment.

This change in the criminal procedure code is suggested after the national consultation, according to which the citizens requested a toughening of the criminal law for these issues.

After that, the main actors of justice such as the Prosecutor’s Office, the courts, the Ministry of the Interior agreed on the removal of the summary trial institute for the above crimes, with the argument that this legal measure serves to prevent criminality against women and children.

Dan Hutra was a typical case of a man who, after killing his first wife, abused the second and used the right to a summary trial.

But when he got out of prison he killed again.
