
14% of the detainees are minors, to whom the court has suspended the prison sentence and has given community work.
Most of these minors come from Tirana, almost all of them males, and the main crimes are robberies, robberies in cooperation, illegal arm possession, production or distribution of narcotics and causing injuries.
The General Director of the Probation Service, Arben Sefgjini, declared that they have followed all European rules for the minors. The head of the OSCE Presence in Tirana declared that alternatives to imprisonment have reduced prison overpopulation.
“However, we must admit that there is still too much to do for building and making this institution functional. This is a long process that requires trained stuff and additional educative programs. The expertise of the Probation Service employees would encourage the courts to use alternatives to imprisonment. Since the execution of the alternatives to imprisonment demand the involvement of all justice actors, we must focus in a closer cooperation between the probation service, the prosecution, the judges and the local administration”, Eugen Wollfarth declared.
“The consolidation of the probation service will be followed with the opening of new offices and a unique project that will make Albania a leader in the region for the implementation of the penal sentences”, Justice Minister Eduard Halimi said.
Throughout the country, where the probation service exerts its authority in eight offices, more specifically in Tiranë, Shkodër, Lezhë, Durrës, Elbasan, Korcë, Fier and Gjirokastër, 4511 persons have benefited from alternatives to imprisonment in 2 years and a half.
