Council of Justice Appointments not selected after President’s deadline

As expected, the President of Albania announced he is unable to hold the
process for casting lots for the members of the Council of Justice
Appointments, due to Constitutional contradictions after the July 21st
amendments.

“Considering that the Council of Justice Appointments is among the most important of independent justice institutions, the Constitution aimed to select candidates with the highest qualities in order to respect the principle of functional constitutionality. Hence, I value that in absence of other criteria that will be later appointed by law, the President will be unable to organize the procedure and select the members for the Council of Justice Appointments. The lot would be non-effective and would not serve to the purpose of the amends”, the President said.

The President says the above-mentioned reasons make it impossible for him to respect the deadlines. He adds that the respective Constitutional dispositions needs to be reviewed, referring to the other laws that will pass.
