Adelina Greca, the General Director of the National Agency of Territory
Planning declared that the government will not stop trying to end the
abuse with our territory, despite the fact that the Constitutional Court
ruled this Thursday against the order of the National Territory Council
for suspending all development permits under the local units, starting
of August 2014.
“We will wait for the arguments of the decision taken by the Constitutional Court. I want to guarantee citizens and everyone who is interested, that the government will not take any steps back in the battle for ending the bad territory permits, which have damaged the local units for years. There is a new territory planning law, approved on July 2014, which entered in effect on October 2014. To become effective it needs the sub-legal acts that have not been approved yet. Without these sub-legal acts, the law will not enter in effect. As result, the construction permits will not be given, because they do not have a legal base”, Greca declared.
According to Mrs.Greca, this means that the usual practice of permits for electoral profits will not be repeated, especially when we are five months away from the local elections of June 21st.
Only 30 out of 374 local units, based on the old territorial map, have introduced the plans and received permits.
“30 plans have been approved from 2012 to 2013. Two plans were approved in 2014. These plans were suspended by the decision of August 2014, for the territorial reform. These plans are for very small territories, compared to the new ones”, Greca declared.
The Director says they are working for the National Territory Plan, including the Tirana-Durres Regional Development Plan, and the coastal line from Buna to Butrint, which is expected to end in September 2015.
