The green color of consensus dominated the Parliament floor in this last
meeting after the consensus that was found for the Police Law,

The MPs of the respective commissions opposed the propositions of the Ministry of Interior for the two cases, the Police Grades and the merging of the National Guard within the Police.

No one spoke for the National Guard issue in Parliament, while the reserves for the grades were made present by MP Luan Rama. MP Pjerin Ndreu foresaw the need to review the law later in time.

“The draft law of grades and career not only doesn’t offer any efficient model, but it also offers demotivation, especially for young officers. It will create an old police”, Rama declared.

“Two grades have been removed that were fictive, not to decide the grade of merit of police officers. These grades could be given to officers who did different amounts of work. We have changed the philosophy for the meritocracy and results”, argued the Interior Minister, Saimir Tahiri.

“I invite you to vote the law, although there might be some reserves. But I am optimistic that this is the right will and things can be improved on the way”, declared the Socialist MP, Pjerin Ndreu.

As for the National Guard, they agreed that the commander will be appointed by the Interior Minister. The regulation will be made with a special law, admitting this wayu the variant of the security commission.

Most of the attention was concentrated on the territorial reform and there have been frequent meetings with Andrea Marto, who declared to vote against it.

The Head of the UMHRP, Vangjel Dule, warned that he would leave the coalition. The PJIU from the opposition have given consensus for the territorial reform, and they were initially represented by two MPs.

The DP boycotted the Parliament even in this last session, being represented only with Nard Ndoka, who held a speech about the territorial reform.
