CoE: Fight corruption

The rapporteurs of the Council of Europe for Albania will present a
confidential report on February, in which they will recommend the
removal of a monitoring on Albania.

The request for removing the monitoring was made a few days ago by the Chairwoman of the delegation, Valentina Leskaj, but reports made it clear that everything will depend on concrete results, if Albania will fulfill all international standards as regards democracy, the rule of law and respecting of the human rights.

“Albania has passed several laws and strategy addressing issues that are related with their human right obligations, democracy and the rule of law. But many of those that we have met claim that implementation keeps being a concerning issue. The result is what will finally be taken in consideration for our evaluations”, declared Jonathan Evans.

For the report of the Council of Europe, the behavior of the government with the opposition will be also very important.

“We have noted a good reception of the society for the new government. We hope that the majority in power should take advantage of this special possibility to guarantee a constructive commitment between the government and opposition for respecting the admission commitments and obligations, taken voluntarily from Albania, for the time when it became member of the Council of Europe in 1995”, the rapporteurs declared.

The fight against corruption, by respecting the independence of institutions, is another important challenge for Albania to benefit the recommendation for removing the monitoring from the Council of Europe.

“We note with interest that the new government has turned fight against corruption into one of its main priorities. For this, we are very interested to see the clear measures that reinforce the judiciary independence and that defend judges from political influence”, they say.

The reports of the Council of Europe were careful to not make any distinction between them and the European Council, another organism that decides for Albania’s candidate status in the European Union. They also were careful to underline that their opinions would influence this decision.
