Clashes and boycott at the HCJ

The High Council of Justice is facing a harsh climate of clashes. At
least this was the situation warned by the meeting of this Monday, which
had 12 cases in the agenda. The hottest was the appointing of judges in
the court classified as “career court”, that of Tirana.

While the meeting was held behind closed doors, the discussions peaked with the boycott of the Minister of Justice, Nasip Naco, and the newest member coming from the Parliament, Sokol Como.

“I left because I didn’t want to become part of this farce. The absence of the President showed what would happen in this meeting. I can apologize to the HCJ for the boycott, but I believe that it was a farce”, Naco declared.

“This is a boycott for this meeting, to raise awareness that the illegal moves are taking extraordinary proportions. The media is not allowed to enter the HCJ meetings, but we will find ways to communicate with the media, so that these illegal moves don’t remain hidden”, Como declared.

This is the agenda for the plenary session at the HCJ. The question “if point 3 or 8 should be reviewed first,” was the one dividing the members in two camps.

The HCJ had decided to review the candidacies of the judges from districts, for fulfilling 13 vacancies at the Tirana Court.

But the Minister of Justice thinks that his proposition, which was listed third, was more important than point 3.

With the argument that the promotion of the magistrates of the two past years, who are not appointed as judges although they are being paid, Naco accused the HCJ of paying the judges from other districts.

“We don’t understand these decisions of the HCJ. They need to be the reformers of the administration, rather than taking favors from him”, Naco declared.

The HCJ was unable to come to a decision for points 3 or 8.
