The official test for the electronic verification of Tirana ballots went
on for several hours among total confusion and without previously
established rules.
This process has withdrawn the attention of the ODIHR observing mission, Cony McCormack, and that of the Venice Commission expert, Vulcanov.
The device identifies voters of the biggest district in our country by scanning the identity cards and passports, the only two identification means that can allow any citizen to vote.
The goal of this procedure is to avoid the verification procedure made by commissioners.
The device can detect if the voter has voted in one voting center, but doesn’t stop him from voting in another center.
If there are discrepancies, the Central Election Commission can make further verification in the system data.
The opposition representative raised the concern about any possible intervention in the system after the voting procedure is over, and what are the guarantees for the data entries.
Another problem that was noted regarding with damaged identity cards. It is up to the commissioners to decide if these persons will be allowed to cast their vote.
The electronic voting also raised the question if the procedure will continue in a center where there is a power blackout.
It also requires that the data transmission server, which has been installed in the Central Election Commission underground floor, should be safe and without any defect or stalling problem.
The electronic identification procedure in Tirana has a cost of 2.9 million EUR.
