Chaos with addresses blocks court

Incorrect addresses mostly referring to the surrounding objects, have turned into a concerning problem for the Tirana Court.

They always find it very difficult to identify the residences when they have to summon a witness at court. This is one of the reasons why the court trials are delayed, until the police helps finding them.

An example is the case of the former National Guard Commander, Xhavit Xhaferri, when the police was unable to find the addresses of 20 witnesses, although they asked the help of the Ministry of Interior and the Central Election Commission.

The Spokesperson of the Tirana Court, Jorida Elmazi, declared that the same situation was presented for the defendants who are free until verdict.

“When we cannot find the addresses, we notify the police to take more accurate information. If they don’t bring them, the trials are delayed. Another problem is when the defendant is free until the verdict, the trial is delayed because we cannot make an announcement for them”, declared the Spokesperson of the Tirana Court, Jorida Elmazi.

The lack of an accurate system of addresses makes it difficult for the Court to operate. This problem has been mentioned before by the OSCE after a report with the district courts.

The report says that the addresses are inaccurate in 60% of the cases, which causes significant delays.
