The law for removing VAT on medicaments after April 1st has created
chaos among pharmacists. On one hand patients want to buy medicaments
10% cheaper, but on the other there is a lack in supplies.
Pharmacists say the only medicament they are selling without VAT are those included in the reimbursement list. However, they don’t have a clear instruction from the Ministry of Finances or the Tax Directory, because the VAT for these medicaments has been paid in Customs.
“It is a very unclear situation. According to a recent instruction from the Ministry of Fiannces, the entire stock should be sold with VAT included. We are receiving bills in which VAT is with VAT included, besides medicaments that are included in the reimbursement list”, declared Jorkeda Lelaj, a pharmacist.
“We are currently using the new book of reimbursed medicaments. We have had an inspection from the Tax Office for taking inventories as stock, but there has been no answer if we will have VAT returned or something like that”, says Florian Marku, pharmacist.
The law for removing VAT has entered in effect. It has created lacks of medicaments in the pharmaceutic market, because wholesalers have waited to buy their supply after April 1st, in order to get rid of the 10% VAT.
“There are medicaments missing, while the new stamps without VAT are being prepared”, Lelaj declared.
“Many companies have waited to buy their supply after April 1st, and that’s why many medicaments are missing”, Marku declared.
Sources from the Ministry of Finances and the Tax Directory explain that only medicaments with stamps after April 1st will be sold without VAT. Others will still be sold with VAT, even in wholesale depots. The VAT enters in effect only after April 1st. But there is still no explanation about the medicaments of the reimbursement list, which are being sold without VAT while it has been paid in Customs.
